Thousands of low-income families in Massachusetts missed heating-oil deliveries as federal funding for heating assistance remained tied up in bureaucratic procedures in Washington. Despite the early onset of winter weather, social service agencies were awaiting authorization from the US Department of Health and Human Services to spend nearly $78 million in fuel assistance released to the state. Without authorization, the agencies said they could not begin delivering heating oil - as they traditionally do on Nov. 1.
